California Senior Driver License Guide: Renewal at 70+ (2026)

TL;DR: California drivers 70 and older must renew in person, and most cannot use the online or by-mail options younger drivers can. The renewal includes a vision test and a knowledge exam, plus a behind-the-wheel re-examination if the DMV has reason to question your driving. The Department of Motor Vehicles Driver Safety Branch can also order a re-examination based on a medical report, a family member referral, or a police request. This guide explains every step, the medical-evaluation form (DL-91), restriction options, and what the in-person visit actually looks like in 2026.

This guide is for California drivers age 70 and over, their adult children helping them through renewal, and anyone with a medical condition (any age) that may affect their license. The rules described here also apply to drivers under 70 whose renewal is flagged for in-person review.

California license renewal rules at 70+

Until age 70 you can renew a California driver license online, by mail, or in person. From age 70 onward, the rules tighten:

  • You must renew in person at a DMV field office. Online and by-mail renewals are no longer available, even with a clean record.
  • You must pass a vision test at every renewal. Bring corrective lenses if you use them.
  • You must pass a written (knowledge) test โ€” a shorter version than the teen exam, focused on the rules most relevant to safe driving.
  • A behind-the-wheel test is added only if the DMV has reason to question your skills โ€” either from a medical report, an in-office observation, or a referral.

Renewals are good for five years. Plan ahead: the DMV mails a renewal notice about 60 days before your birthday. If you miss it, your license expires on your birthday and driving after that is illegal โ€” and a stop after expiration can complicate the renewal further.

Booking the in-person appointment

Use the DMV online appointment system at dmv.ca.gov to lock in a time. Senior renewal appointments are usually labeled "Driver License Renewal" with no separate senior queue. A few tips that help on the day:

  • Book 6โ€“8 weeks ahead. Busy offices (Oakland, San Diego, Los Angeles) can be booked 10+ weeks out.
  • Pick an early-morning slot (8:00โ€“9:00 a.m.). Lines are shorter and examiners are fresher.
  • Bring a snack and water โ€” the in-person process can take 90 minutes or more on busy days.
  • If you struggle with stairs or mobility, request a wheelchair at the entrance. Most offices keep one or two on hand.

The vision test

California requires 20/40 vision in at least one eye, with or without corrective lenses. If you fail the in-office Snellen chart screening, you have three options:

  1. Wear your glasses and try again โ€” the DMV will note the restriction (corrective lenses) on your license.
  2. Get a recent eye exam from an optometrist or ophthalmologist. Form DL-62 (Report of Vision Examination) takes the place of the in-office screening if submitted within 90 days of your visit.
  3. Update your prescription before your appointment. Many seniors discover they need a new pair when the DMV chart looks blurry.

If your better eye is worse than 20/200, your case goes to the DMV Driver Safety Branch for individual review.

The written test for seniors

The senior written exam is shorter than the teen permit test โ€” usually 18 multiple-choice questions, 15 correct to pass. It focuses on:

  • Right-of-way at intersections and pedestrian crosswalks
  • Speed limits, school zones, and right turns on red
  • Signs and signals you may not have seen in decades (yield-to-bus, flashing yellow arrow)
  • Highway rules (interchange lanes, merging, work zones)

You get three attempts. Study the California Driver Handbook โ€” even drivers with 50 years behind the wheel are surprised by what has changed. Our free California DMV practice tests let you drill the exact question pool.

When the DMV adds a behind-the-wheel re-examination

The DMV may add a behind-the-wheel test (called a re-examination) at any age if it has reason to question your driving safety. Triggers include:

  • A medical report from your doctor flagging a condition under California Health and Safety Code ยง103900 (lapses of consciousness, dementia, certain neurological conditions)
  • A police officer's referral after a stop or collision
  • A request from a family member, social worker, or other concerned party (called a "Request for Driver Re-examination," form DS-699)
  • The examiner's own observation during your in-office renewal (slurred speech, confusion, difficulty completing the application)

If a re-examination is ordered, the Driver Safety Branch contacts you to schedule. The full re-examination can include the written test, the vision test, and a road test. It may also lead to:

  • License restrictions โ€” daylight-only driving, distance limits from home, no freeway, automatic transmission only, etc.
  • Provisional period โ€” a six-month probation with required medical reports
  • License suspension or revocation if the medical condition makes safe driving impossible

The medical evaluation: form DL-91

If the DMV needs more information about a medical condition, it sends form DL-91 (Medical Evaluation). Your doctor completes the form describing the condition, treatment, prognosis, and whether the condition affects your ability to drive safely. The DMV Driver Safety Branch then decides whether to renew, restrict, or suspend.

Common conditions that trigger DL-91 review:

  • Recent seizures or epilepsy diagnosis
  • Diabetes with episodes of low blood sugar
  • Dementia, Alzheimer's, or mild cognitive impairment
  • Parkinson's disease or other movement disorders
  • Recent stroke, heart attack, or cardiac surgery
  • Sleep apnea with daytime drowsiness

Doctors in California are required to report patients with certain conditions to the local health department under Health and Safety Code ยง103900 โ€” the report is automatic, not optional. It goes to the DMV from there.

Restrictions a senior might receive

Restrictions are tools, not punishments. They let you keep driving in the situations where you are safe. Common senior restrictions:

  • "Corrective lenses" (A) โ€” you must wear your prescribed glasses or contacts
  • "Outside mirror" (B) โ€” vehicle must have a left-side outside mirror
  • "Daylight driving only" (C) โ€” no driving from one half-hour after sunset to one half-hour before sunrise
  • "Geographic restriction" (G) โ€” driving limited to a specific area (e.g., within 10 miles of home)
  • "Limited speed" (S) โ€” no freeway driving, or speed capped on certain roads
  • "Automatic transmission only" (E) โ€” common after stroke or limited mobility on the left side

Restrictions are printed on the back of your license. Driving outside them counts as driving unlicensed.

CodeRestrictionTypical reason
ACorrective lensesVision below 20/40 without glasses
BOutside mirrorLimited peripheral vision
CDaylight driving onlyNight-vision impairment
GGeographic restrictionCognitive limits; driving close to home only
SLimited speed / no freewayReaction time concerns
EAutomatic transmission onlyLimited left-side mobility

California Senior ID card alternative

If you decide to stop driving โ€” voluntarily or after a re-examination โ€” California offers a senior identification card. It looks identical to a driver license and serves every off-road purpose (banking, voting, medical, REAL ID for flights). The fee is free at age 62 and older.

To get one, visit the DMV with the same identity and residency documents required for a license renewal. You can also surrender your driver license at the same appointment.

Documents to bring to your renewal

  • Your current California driver license (or expired one if it ran out)
  • If upgrading to REAL ID: proof of identity, two proofs of California residency, and proof of Social Security number (see our California REAL ID checklist)
  • Glasses or contacts if you use them
  • Hearing aid if needed for instructions during the test
  • Form DL-62 (vision report) if you got an eye exam ahead of time
  • Form DL-91 (medical report) if the DMV requested one
  • Method of payment for the $45 renewal fee

Costs in 2026

  • Driver license renewal: $45
  • Senior ID card (62+): free
  • Replacement license (lost or stolen): $42
  • Behind-the-wheel re-examination: no separate fee
  • DL-62 vision report from your doctor: varies by provider
โš ๏ธWatch out

Renewal delays cost time and stress. These are the most common slip-ups.

Common mistakes seniors make at renewal

  • Letting the license expire before the appointment. A license expired more than 30 days requires more paperwork. Renew within the 60-day mail-notice window.
  • Forgetting the residency documents. Two California documents are required for REAL ID; one is enough for a non-REAL renewal. Many seniors arrive with only mail in their child's name.
  • Memorizing old rules. Right-turn-on-red, flashing yellow arrow, bicycle lane rules โ€” many have changed since your last knowledge test. Study the current handbook.
  • Skipping the vision check at home. Get an eye exam every two years past 65 and bring the new glasses to the DMV.
  • Showing up tired. A morning appointment after a good night's sleep helps with both the written test and the vision exam.

When stopping driving is the right call

If you or a family member are unsure whether driving is still safe, the AAA Roadwise Driver self-assessment is a free starting point. The DMV also offers a senior driving safety class that can give you a fresh perspective without the pressure of the renewal exam. If you decide to stop driving, surrender the license to avoid identity confusion at airports and banks โ€” and switch to the free senior ID card the same day.

Frequently asked questions

Can California seniors renew online if they have a clean record?

No. From age 70 onward, all California license renewals must be in person. Online and by-mail renewals are not available, even with a clean record.

How long is a renewed California license valid for seniors?

Five years, same as for drivers under 70. The next renewal will again be in person.

What happens if I fail the senior written test three times?

You must wait seven days and re-apply, paying the renewal fee again. The DMV does not limit the number of overall attempts, but each three-attempt cycle starts a new application.

Does the DMV automatically test seniors' driving every renewal?

No. A behind-the-wheel re-examination is only ordered if there is a reason to question your driving โ€” a medical report, a family or police referral, or an examiner's in-office observation.

Who can request a senior driver re-examination?

Anyone โ€” a family member, doctor, police officer, social worker, or even a neighbor can submit form DS-699 (Request for Driver Re-examination). The DMV reviews the request and decides whether to proceed.

Can I drive after my license expires while waiting for an appointment?

No. A license is invalid the day after the expiration date. Schedule the renewal at least 60 days before your birthday to leave room for re-tests if needed.

Do I have to surrender my license if I get a senior ID card?

Yes, if both cards would be active at the same time. The DMV will not issue a senior ID card while you hold a valid driver license โ€” you have to give up the license to receive the ID.

Does Medicare or my secondary insurance cover the DL-62 eye exam?

Original Medicare does not cover routine eye exams for glasses, but many Medicare Advantage plans do. Ask your plan provider before you book. The DL-62 itself is a one-page form your eye doctor completes โ€” there is no separate filing fee.
