California Veterans & Active Military DMV Guide (2026)
TL;DR: California veterans and active-duty military qualify for a free "Veteran" designation on the driver license, special veteran license plates for many service branches, automatic extensions of license expiration during active deployment, and CDL skills-test waivers for military experience driving heavy vehicles. Disabled veterans can also get free Disabled Veteran (DV) license plates and waivers of vehicle registration fees. This guide explains every benefit, the eligibility documents (DD-214, military ID, VA documentation), and the forms (REG 195A, REG 256A, MC 506) you will need.

The "Veteran" designation on your license
California prints a "VETERAN" designation on the front of the driver license at no extra cost. The designation:
- Helps you prove veteran status quickly for restaurant discounts, retail benefits, and entry to veteran-only events without carrying your DD-214
- Replaces the older Veterans Affairs ID card for many in-state purposes
- Is added at your next regular renewal โ no separate appointment required
To request the designation, bring a copy of your DD Form 214 (or NGB-22 for National Guard) to a DMV field office at your renewal. The DMV verifies the document through the County Veterans Service Officer (CVSO). The process adds 5โ10 minutes to a normal renewal โ bring the original DD-214 if possible since copies sometimes get questioned.
Special veteran license plates
California offers several veteran-specific plate types:
- Veteran plates โ generic VETERAN plates, $50 initial fee + $40 annual renewal
- Pearl Harbor Survivor โ free of charge to verified survivors
- Former Prisoner of War โ free, with two plates per vehicle
- Congressional Medal of Honor โ free, no annual fee
- Purple Heart โ $20 initial fee, no annual renewal
- Branch-specific plates โ Army, Marines, Navy, Air Force, Coast Guard, Space Force; $50 initial + $40 annual
Apply with form REG 17 (Special Interest License Plate Application) and supporting documentation of your service (DD-214 or branch-specific records).
| Plate type | Initial fee | Annual fee | Eligibility |

| Generic Veteran | $50 | $40 | Any honorable discharge |
| Purple Heart | $20 | None | Purple Heart recipients |

| Former POW | Free | None | Documented POW status |

| Disabled Veteran (DV) | Free | Registration waived | VA-rated qualifying disability |
Disabled Veteran (DV) license plates
Veterans with a service-connected disability rated 100% disabled by the VA, or with specific qualifying conditions (loss of limb, total visual impairment, etc.), qualify for DV plates and full vehicle registration fee waiver on one vehicle. Use form REG 256A (Application for Disabled Veteran License Plates).
Benefits include:
- No initial fee for the plates
- Annual registration renewal fees waived (vehicle license fee only)
- Same parking privileges as a DP placard at any DP-marked space, expired meter, or green zone
- Free placard available in addition to the plates if needed
You must provide a VA award letter or summary of benefits showing the qualifying disability rating.
Active-duty extensions
If you are an active-duty service member with a California driver license, the license remains valid until 30 days after you are discharged or until the active-duty period ends โ even if the expiration date on the card has passed.
The legal authority is the Service Members Civil Relief Act (SCRA) and California Vehicle Code ยง12814.5. To use this benefit you must:
- Carry a copy of your active-duty orders along with the expired license
- Be stationed outside of California during the period
- Renew within 30 days of returning to California to keep the extension valid
The same extension applies to vehicle registration. You do not need an emissions test or annual registration if you can show active-duty orders.
CDL skills test waiver for military drivers
Under FMCSA regulation 49 CFR ยง383.77 and California Vehicle Code ยง15275, an active-duty or recently separated service member who operated military commercial vehicles equivalent to a CDL Class A or B can have the skills test (not the knowledge test) waived. Eligibility:
- Held a military license to operate a vehicle 26,001+ lbs gross weight rating, or carrying hazardous materials, for at least two years (cumulative) of the last five
- Be separated from active duty no longer than one year, OR be currently active-duty with current military commercial-vehicle qualifications
- Have a clean driving record (no major traffic violations, no license suspensions)
Use form MC 506 (Application for Driving Skills Test Waiver โ Military). The waiver is for the skills test only โ you still take the CDL knowledge test, the air-brake endorsement test if applicable, the medical certification (DOT physical), and any endorsements (Hazmat, Passenger, etc.).

REAL ID and DD-214 as proof of identity
California accepts a DD-214 as proof of identity for REAL ID โ combined with one document of California residency and proof of Social Security number, you can complete a REAL ID renewal in one visit. Active-duty military stationed in California can use their CAC card and orders as proof of California residency under specific DMV rules.

Frequently asked questions
Do I need to retake the road test to get a veteran designation?
No. The veteran designation is added to your existing license at renewal or replacement. Just bring your DD-214 to the appointment.
Can active-duty spouses use the same registration extension as service members?
Yes, in many cases. California Vehicle Code ยง12814.5 extends to dependents of active-duty members stationed outside California. Bring a copy of the service member's orders and proof of dependent status.
Are veteran license plates valid in other states?
Yes. Other states honor California-issued plates as valid registration. The veteran benefits attached to the plate (toll discounts, parking, etc.) are California-specific.
How long does the CDL skills test waiver stay valid?
Once your CDL is issued under the waiver, it stays valid like any other CDL โ through normal renewals. The waiver itself expires one year after separation, so apply early after leaving active duty.
Can I get a DV placard and DV plates?
Yes. The plates cover your primary vehicle; the placard travels with you in any vehicle. Both are free for qualifying disabled veterans, but you can hold only one DV plate set at a time.
